We baited the Pennsylvania Department of Imprisonment with a request
to its legal department.
There's a prison directive called
DC-ADM 003.
It's supposed to forbid
sexual harassment and sexual conduct in the prisons.
Of course,
like everything else about the prisons, the directive is a phony.
Members of the staff are never prosecuted.
The directive's true
intent is to selectively prosecute prisoners while protecting
the guilty staff.
Where a guard rapes or assaults a prisoner, the guard goes free and the prisoner is prosecuted as a pervert. Our cofounder wrote to the prison legal department asking for clarification about DC-ADM 003. Does sexual name-calling by the staff violate the sexual harassment provision? Sandra Feigley, our cofounder, knew that she wouldn't get a legitimate answer from the department of imprisonment. She was simply looking for material to use in this article. These jerks are perfectly predictable. It's easy to lure them into making asses of themselves. Mrs. Feigley eventually received a letter from someone using the name Timothy A. Holmes and apparently asserting that she/he was an attorney, but that's not clear. Even given the dismally low quality of flunkies employed by the imprisonment department, this person was a pip! Of course, she/he wouldn't clarify the directive. How do you clarify a phony? The funky ignored the fact that she/he is a public servant working for the taxpayers. She/he was typically arrogant, shallow and unprofessional. You judge an oaf by his behavior. A lot of sex goes on in the Pennsylvania prisons. Most of it's between members of the staff; screwing in closets, hand jobs in control centers and, of course that old favorite, oral delight in the parking lot! The staff in some prisons (such as Frackville and Camp Hill is highly abusive of prisoners. Sexual harassment, name calling and humiliation are typical. Sexual assaults on the prisoners is not unusual and strip searching as voyeurism is a daily amusement. Many guards are homosexual or bisexual and use their position to take advantage of prisoners as well as other staff members. We were particularly interested in the story about the guard at the prison whorehouse at Rockview just outside State College in the center of Pennsylvania. A non-male guard, Maxine Shady, had been fired for her sexual abuse of at least one other member of the staff. Her sexual activity with prisoners, if any, is not recorder. Apparently, she had a history of sexually "inappropriate" conduct in the prison. She was not prosecuted. MANY guards at the Rockville whorehouse routinely engage in inappropriate, not to mention illegal, sexual fun and games. Nobody cares. Directive DC-ADM 003 is purely window dressing. The very unusual thing about guard Maxine Shady was that she got fired. Perhaps that was because she wasn't a man and because of her shade. The actual incident that brought the matter to a head (no pun intended) was that she apparently got a little too rough with another guard's gonads during some sexual play in a control room. At least that's what the published reports indicate. Personally, I don't care who gave whom a hand job as long as it's not forced or an assault. Maxine Shady is said to have crossed the line and she was fired. We don't know if that's true. She appealed. The guard's union, a gang of real stumblebums, supported her appeal and not the fellow with the smashed balls. The fact that it was a sexual assault didn't seem to bother them. It didn't bother the state arbitrator, Walt DeTreux, either. He had her reinstated as a guard. Why should a little sexual assault be a big deal with a prison guard? So, the iron-fisted lady went back to work in the whorehouse. Don't think that Rockview is the only one of Pennsylvania's 26 prisons that's a hotbed (no pun intended) of adolescent sexual excess. There's a lot of sex in all the Pennsylvania prisons. The brothels at Chester and Huntingdon are especially notorious. The woman's prison at Cambridge Springs and the children's prison called Forest are whorehouses in the making. The class of people who work in prisons, especially as guards, use sex as both a weapon and an amusement. Sexual name-calling and sexual harassment of the prisoners is common. In Pennsylvania the imprisonment industry is run by incompetents who care about torment, not about torrid affairs. The irony is that we pay them a billion and a half dollars a year to screw each other and us.
