To: John Shaffer, PhD Department of Corrections Right-to-Know Law Exceptions Office Box 598 Camp Hill, PA 17001 Dear Dr. Shaffer: On or about 11 December, I submitted a Right-to-Know request for documents relating to the imposition upon prisoners (and through the prisoners, on their families) of a $1.00 monthly tax masquerading as an administrative fee. A copy of the original request is attached. More than ten business days have elapsed since the effective date of the amendments to the law (65 PS 66.1 et seq.) and I have not received a satisfactory response to my request. It is deemed refused. I am entitled to the information under the law. Refusing to provide it violates my legal rights and my rights as secured by the United States Constitution to equal protection of the laws, due process of the laws, freedom of speech and freedom of the press. I renew my request. [It turned out that Jeffrey Beard, the Secretary of Corrections, simply invented the tax. He plucked the $1.00 rate out of thin air without any justification. Don't they say that power corrupts?" |
