Pennsylvania has so many of its citizens in prison that it can't
(or won't) afford to feed them properly.
Bad management, vindictive punishments and the enormous perks lavished on the prisons' staff have left Pennsylvania unable to care for it's 41,000+ state prisoners. The Corrections Department has responded by cutting prisoners' food rations, their medical care, there rehabilitation and recovery programs. Perhaps the worst of these moves has been the drastic reduction in diet. Cleverly and dishonestly, the system has covered itself by claiming that the new reduced diet is "heart healthy!" The cover story is that starving the prisoners is "healthy" for them. Adding to the official deception is the fact that much of the money saved by starving the prisoners goes to the staff. The guards get feasts and special meals. MANY extra drones are hired to pad the payroll. The staff is given all sorts of special benefits. The truth is that Pennsylvania has many too many prisoners! About half of them should be released at once. They don't belong in prison. Of the remaining half, at least three quarters should be released within a few years. Pennsylvania's prison population should not exceed 8,000 at any time. More than that is simply an admission of bad management and bad parole and legislative practices. People shouldn't be warehoused.
