The guy who steals a woman's bankroll is normal, just greedy.

Murder and greed may be crimes, but they're "normal" crimes. Sex, on the other hand is madness! Go figure!
Everybody that we define as a criminal deserves the harshest punishment. The SEX offenders get even harsher punishment and besides, they must get "therapy." They are crazy, aren't they?
The guy who tries to kill your daughter to rob her of twenty-eight fifty in shopping money may be evil, but he's not insane. The guy who gropes your daughter's crotch is not only evil, but "sick!" It's part of the American obsession with all things sexual.
Like spooks, sex is mysteriously terrifying. Like religion, it's mysteriously magical! It's something that must be strictly controlled lest some pervert get any undeserved pleasure!
In some prisons there are psychological "therapists." Many are like "Diana Short," a bumbling and prejudiced bureaucrat who makes the big bucks and the bigger state benefits by taking out her frustration on imprisoned perverts. Short's a fictitious example of a class of state employees whose whole reason for existence is to "treat" society's mania against SEX!
Using cliches and social prejudices, Short and her ilk of sexually frustrated and often sexually "abused" therapists impress conformity upon the perverts. The SEX offender learns not just how criminal he is, but also how nuts he is. He learns how he's "sick" and "abnormal" and all the rest of the stereotypes. It's a special punishment by humiliation reserved for perverts.
Since the murderer isn't nuts, he doesn't have to endure the degrading self-flagellation of "therapy." SInce the robber isn't "abnormal," he doesn't require "treatment" before he can hope to get parole. Only the SEX offender is a crazy-man.
Fortunately, there's no shortage of confused and sanctimonious "psychological services assistants" like Ms Short, who are happy to get the security of state employment. Short lacks the skill, motivation and self-assurance to make it in private practice, so she's ideal as a bureaucrat. She lacks the wisdom, insight and self-knowledge to be an effective therapist, so she's ideal as the tormentor of SEX offenders.
