Secret Assessment
Of the Prisons'
Potential For Escape

In March, this website got some papers on the letterhead of a committee of the Pennsylvania Senate. The sender claimed to be a member of the staff. He or she wrote that he or she has family employed in a state prison.

There was a badly typed letter and two pages of what appeared to be part of a confidential Assessment of Escape Risk. The pages appeared to have been recovered from the trash. They were soiled and a little crumpled. They had some handwritten marginal notes.

Nobody at the website has been unable to verify the authenticity of the papers or the Assessment. Because the papers are fascinating, the publisher has decided to share them strictly for what they're worth, or not worth.

The sender of the papers explained that they are part of an evaluation from a private firm in Maryland. Someone associated with the Pennsylvania Senate is said to have engaged the firm to make an assessment of how "escape prone" various prisons are.

The pages sent to the website (www.prisoners.com, Box 5251, Harrisburg, PA 17110) are not dated or signed. They are marked "confidential" along the left margin. They list the 28 Pennsylvania state prisons in order of how risky they are for escape. There's no explanation of what factors were included in the assessment.

A numerical rating is given to each of the prison. The rating supposedly evaluates how likely that particular prison is to allow an escape. Albion with a rating of "4" is the greatest risk. Graterford with a rating "1.44" is the lowest risk.

There is a senator's name handwritten in the top left margin. In the right margin near "Waynesburg" are handwritten the letters "JMG." In the bottom margin of the second page is handwritten the word "Coal" and the number "731-7111."
