Recently we received an interesting email from a Russian scholar using the name Andrew Stroke. We are reproducing part of it.

"My name is Andrew Stroke. I'm a post graduate student from Moscow and I make research in Russia prison system. I've started reading your [website] long ago and I'd like to ask you some questions.

"I don't want to ask American officials such questions because I consider informal contacts [are] the best way to know some internal problems of penalty [sic] system.

"I'm asking because Pennsylvania's correctional system is like Russia[n] correctional system in many ways.

"Are there laws (or other rules) that regulate search and seizure in American prisons? What are such rules?..."

Mr. Stroke goes on to ask a numbe rof questions about the abuses of search procdures in Pennsylvania prisons, especially the abuses in SCI-Smithfield.
