It's very common for police officers to abuse citizens. Increasingly, women are the target of abuses including sexual abuses. We reported the case of Christopher J. Scaggs, Jr., a cop on the Glenolden police force who was charged with rape. Now another woman has charged Christopher J. Scaggs, Jr., with raping her, apparently several times. The victim reported that Scaggs arrested her on an outstanding bench warrant for a minor offense. In exchange for sex, the cop said he'd release the victim. The victim seems to claim that she was raped several times including in the cop's police car while he was on duty. Many cops do the same kind of thing, or worse. I knew one in Mount Joy, Pennsylvania who badgered a college girl into giving him blow-jobs as he drove his cruiser around the borough.
