Violates Medical Laws

performing surgeries and prescribing
drugs in violation of Section 18.152 and Section 18.158, pretending
to be medical doctors in violation of Section 18.171, failing
to inform that a patient has a right to treatment by a real doctor
and actually obstructing such access in violation of Section
18.171(a)(3), failing to wear a tag identifying himself as a
"Physician Assistant" in 16 point type or larger in violation
of Section 18.171(d) and many other violations.

1 The request was made to the healthcare administrator
of the prison. A later request by our Publisher was made to the
Wexford Site Manager. It's noteworthy that in denying this
grievance, a prison bureaucrat, Lisa Hollibaugh, wrote
that the prison didn't have to obey the law and that Wexford would
decide if it had to obey the law. To bureaucrats prisoners
apparently don't deserved equal protection of the laws.
2 The prison employs an out-of-state healthcare
contractor, Wexford Health Sources to care for sick prisoners.
In turn, Wexford employs persons who
pretend to be doctors. In the law at Pennsylvania Code,
Title 49, Chapter 18, a physician assistant is defined as "an
individual who is certified as a physician assistant by the Board"
of Medicine.
3 This, and all the subsequent references are to
Chapter 18, Subchapter D, "Physician
Assistants," of the Pennsylvania Code. It says in part: "(c)
A physician assistant or physician assistant supervisor shall
provide immediate access to the written agreement to anyone
seeking to confirm the scope of the physician assistant's
authority," (emphasis added).
4 When the prisoner's request was ignored, our Publisher
wrote to the prison and prepared a complaint. Formal Complaint
