Clerk Trashes Mail

"During the past few months, numerous pieces of my mail1 have been trashed, returned and/or otherwise improperly handled2. After making inquiries of publishers, mailers3 and correspondents, I am informed through my wife that much of my mail is being obstructed.

"It is my understanding that the pretext for much of this interference is a bureancratic4 reliance on DC-ADM 803,VI,E,55 which requires that all incoming mail must include the approved inmate name and DOC number. As all too often happens when bureaucrats are given the responsibility of enforcing even simple policies, the clerk misses the point. The reason for the policy (and DC-ADM is only a policy, not a binding rule; only for general guidance6 is so that an inexperienced or improperly trained clerk can figure out who should get the mail.

"As bureaucrats are wont to do, here a policy intended as an aid in the performance of a petty task, is used as an excuse to bar delivery of mail.7 If the mailroom clerk knows or can figure out to whom the mail belongs, it should be delivered. The policy doesn't say that mail with incomplete addresses won't be delivered. That's a concoction of the person(s) who sorts the mail.8 Bureaucrats should not look for excuses to withhold mail. They should be making an effort to deliver as much as possible.

"I'm the only George Feigley in the prison and in the system. I'm the only 2760 and K2760 in the prison. Clerks should be trying to deliver mail if they know to whom it belongs."

[Section "B":] "I wrote to the mailroom trying to explain and describe which George Feigley I am and trying to allay any genuine confusion which the clerk(s)9 may have. I wrote an article. I wrote to two publishers."

1 Malicious obstruction of prisoners' mail is fairly common in some poorly managed prisons. It has been the subject of numerous articles. Where the a mail censor passes the mail it is often still Directive DC-ADM 803, called a policy, is the regulation used to censor prisones and their correspondents. Its main objective is censorship of sexual material. The Department of Correciotns is rife with sexually obsessed administrators. It's pure neuroses!
6 The reason that the Department of Corrections ("DOC") calls its regulations "policies" is in order to get around having to obey the law. Regulations must be published, submitted for approval and open for public comment. DOC is a lair and a fraud. To skirt the law, it calls its regulations policies and pretends that their enforcement is optional. See Genetal Food v Dept. of Health, 713 A2d 177, etc.
7 A certain class of bureaucrat uses rules as weapons to harm prisoners. It's the bully mentality so common among the persons who are employed in "corrections."
8 While no prison job requires much skill or intellect, mailroom work is about the lowest job in the place. This is not a demanding occupation. It can be performed by a grade-schooler who can read an address.
9 There was only one clerk who really obstructed the mail. The others were, by and large, reasonable and normal persons.
