Like all of Pennsylvania's cities, the capital, Harrisburg has rotten cops. While the county detectives and the state police are doubtless worse, city cops are plenty putrid too.
Two Harrisburg dicks were charged in October 1996. When you realize how much and how often cops protect and cover-up for their own, you can get a sense of what these two really must have done.
Dean Foster is an accused wife-beater. What would he do with a criminal suspect?
Detective Richard Curtis is accused of breaking into a woman's home while he was drunk. If you or I did that, we would certainly be charged with a number of felonies, likely including attempted rape. If we were granted bail at all it would be at least $50,000.
For Dick-the-dick, his fellow cops only charged him with very petty offenses: trespass and drunkenness. Instead of being locked up, he was let out without bail.
Cops get special treatment. Neither Dick-the-dick or Foster have anything to worry about. All of the Dauphin County judges will protect them. That's the court's assignment: to screw you and me and to protect the cops and company.
Dick-the-dick Curtis is an especially important member of the force. In March 1993 he shot down a suspect. For that killing he received and award. The official version of the event, like all official versions, is suspect.
