| A guard at the State Correctional Institution at Houtzdale in West-Central Pennsylvania raped a young prisoner. I'll just call the guard "F." He'd been trained at the nearby SCI Huntingdon, but transferred to Houtzdale to make even more money. That part of Pennsylvania is a hotbed of highly aggressive martinets.
The prisoner was not happy with being raped. He complained. He was punished and thrown into the prison hole. He spent almost a year in the hole in various classifications. The guard was promoted. It's against prison rules for a prisoner to be raped. It is against prison rules for him to complain when he's raped. It is not against the law for a guard to rape a prisoner. A guard gets to resolve any complaints made against him. Medical treatment cost the prisoner about six months' pay. The guard's pay was boosted by about 37%. The majority of prison guards are very aggressive. Like many others, "F" is viciously predatory. A surprising number of guards of both genders are covertly homosexual. The Pennsylvania Department of Corrections actively encourages homosexual conduct by prisoners and ignores it in the staff. The guard is expected to climb the ladder into upper management. The prisoner is expected to largely recover. |
