Dear Dr. Shaffer:

On or about 13 December, I submitted a Right-to-Know request for documents relating to the exorbitant charges for prisoners' telephone service and the kickback going to the Commonwealth and/or Department. A copy of the original request is attached. More than ten business days have elapsed since the effective date of the amendments to the law (65 PS 66.1 et seq.) and I have not received a satisfactory response to my request. It is deemed refused.

I am entitled to the information under the law. Refusing to provide it violates my legal rights and my rights as secured by the United States Constitution to equal protection of the laws, due process of the laws, freedom of speech and freedom of the press. I renew my request.
