Governor Ridge's State Cop Bodyguard
Accused Of Rape
And Numerous Other Offenses

Paul Brian Roy is a state cop. He lives in North Londonderry Township. In the spirit of "Megan's Law," perhaps the women living in his neighborhood should be notified that he's in the area. They can be on their guard. It might be wise if the neighbors of ALL state cops were warned about what's living dangerously nearby.

State cop Paul Brian Roy is the personal bodyguard of Governor Ridge. We all know what type of a man Ridge is. In November 1997, state cop Roy Brian Roy was finally charged with a long list of crimes including rape. If the victim is to be believed, these are not the first crimes committed by this state cop.

State cop Paul Brian Roy is charged with rape, assault, false imprisonment, burglary, stalking, harassment and trespassing. The story, as presented by the victim and the arresting Lower Allen Township cops (which hasn't yet been proven to be true beyond a reasonable doubt) is something like this:

Starting in February 1997, state cop Paul Brian Roy supposedly had a violent, possessive sexual relationship with a female victim. This may be the first victim, we don't know for sure. The woman's name is withheld because of the unfair so-called "Rape Shield Law."

According to the woman, the state cop, in a sexual obsession, stalked and harassed her, telephoning her as often as 50 times a day. The victim claims that in May the state cop broke into her home. It's unclear if he raped her or sexually assaulted her at that time, but apparently the victim says that she was violently assaulted.

No criminal charges were filed against the state cop at that time. Perhaps he was protected by his fellow cops. Perhaps, being a state cop, he intimidated his victim. We all know what kind of thugs state cops really are, but we have no specific information about what saved state cop Paul Brian Roy from prosecution. We do note, however that he was Governor Ridge's personal bodyguard.

The victim reportedly got a "Protection From Abuse" order against the state cop. Apparently it didn't do much good and Paul Brian Roy's fellow police officers in Cumberland County, where the assaults allegedly occurred, claimed not to know about the order. Then again, they continued to protect him even after they were forced to arrest him. Can you trust what any cop says?

In any event, state cop Paul Brian Roy kept carrying his gun and kept on his high paying job as buddy to Governor Ridge. There's an interesting Federal law which seems to prohibit cops involved in domestic violence from carrying guns, but state cops don't care much about the law. Like the Mafia and other unsavory gangs, the sate cops have a code of silence. They don't snitch on one another. If they did, pretty soon they'd all be in prison.

The point is that Paul Brian Roy's state cop chums knew all about his alleged sexual violence. They did nothing about it except to tease him, and perhaps to encourage him to shut up the victim.

As the story goes, state cop Paul Brian Roy didn't like his state cop cronies teasing him. It's alleged that he dressed up like a ninja in a ski mask and so forth and at 1 in the morning went to the victim's home. State cops often like to play dress-up. It's part of their sexual maladjustment.

The evidence is that state cop Paul Brian Roy used a ladder to get up to a bedroom window, broke in and seized his victim. She claims that she tried to escape and tried to run out of the house. The victim asserts that the state cop cursed her because he was being teased by his fellow state cops. She claims that he wrestled her down, beat her up and tied her to her bed. She swears that he knelt on her back forcing her down with his weight and then he stripped off her clothes.

Helplessly bound and gagged with duct tape smothering her mouth, the victim alleges that the state cop raped her.

When the state cop had sexually spent himself on his victim, it's alleged that he left her helplessly tied out on the bed, hardly able to breath because of the duct tape over her face. He's claimed to have locked the bedroom door behind him. Perhaps he was intending that his victim would not be found and would die, but, for some strange reason, his fellow cops didn't file attempted murder charges against him.

By a lucky chance, some of the victim's friends went to her home the next morning. Apparently they knew about the trouble with state cop Paul Brian Roy. The friends became alarmed when the victim didn't answer her door. Wisely they called the local Lower Allen Township cops. After being restrained for about 6 hours, the victim was rescued, but the state cop wasn't arrested and charged for weeks. Like the Mafia, cops protected their fellow criminals.

We wonder if the victim will testify and convict her rapist. There are cells for him in all 24 of the state's hideous prisons and plenty of prisoners who will be delighted to have a convicted state cop to play with. Some convict will, no doubt, need a "wife!"

But the accused is a state cop and the woman seems to have been terrorized and intimidated before. Before she only had to stand up to one thug. Now she'll have to stand up to the whole mob of state cops. I wonder if she'll be able to do it.

The punishment for rape is supposed to be 20 years in prison. Do you honestly believe that a state cop and Ridge's pal is going to be treated like other criminals? Get real!

I must warn you that I may not be an unbiased reporter. You may want to get another view of the facts, maybe call the District Attorney of Cumberland County.

I admit that I don't like state cops. I regard them ALL as thugs, criminals and enemies of the people; far worse than the supposed "criminals" they pursue. I believe that cops, especially state cops, are evil. They may be a necessary evil, but what we really need is cops to watch the cops.

I believe that children should be taught that state cops are the enemy. The kids should be warned about what cops, especially state cops are really like.

For their part, the state cops are luring the innocent children with "State Cop Trading Cards." I tried to get a set of the cards from "Colonel" Evanko, the chief cop of the Ridge Reich. I wanted the cards showing state cop Paul Brian Roy and the ones showing how state cops are trained to use ladders and duct tape. I also wanted to know how much of our tax money the state cops are spending on their false propaganda. Evanko ignored my request. Like the Mafia, the state cops protect their own even when they are rapists.
