Blacks' Mug Shots Used As Targets

County jails take mug shots of persons who are arrested. The only persons with access to the photos are jail officials and police.

In late 1995 a hunter discovered mug shots of Black prisoners which had been made at the Allegheny County Jail. The photographs were riddled with bullet holes and had apparently been used for target practice.

An amusing newspaper squib which reflects the media's bias or naivete reported that Allegheny County Jail officials were investigating.
