Kevin J. Lukant (some reports have spelled it "Lukart") is a 30 year-old cop in Apollo, in Armstrong County, which is in Western Pennsylvania. Like many fellows who don't have much, but are excessively boastful about every little thing they've got, Cop Lukant appears to be very rpoud of even the trivial parts of his anatomy. A seventeen year-old girl charges the cop with exposing himself to her while he was supposed to be giving her a ride home in his police cruiser. For good measure, he's also been charged with attempted indecent assault, open lewdness and corruption of the morals of a minor. The one charge which may have some merit is official oppression. Like you, I think it's a small thing. In the real world, not even cop-cock should be much of a shock to a seventeen year-old girl. The problem here is that (supposing he did it) he's got the kid in his cop car with his fly draped open and his tongue drooling. It ain't a pretty picture! At the same time, it's not unusual. Cops habitually use their positions to get sex by intimidation. A woman should never get into a car with a cop unless she expects to be propositioned and threatened. It's the nature of the beast.
