Richard Lee Kissinger, Jr. was a guard at the Muncy
state prison in Lycoming County in North-Central Pennsylvania.
Muncy is a woman's prison. It seemed to be more than "Dicky"
Kissinger could handle (pun intended). He seems to have gotten
pretty horny.
Dicky forced some of the women to perform lesbian sexual acts. It must have turned him on because he whipped out his wood and vigorously polished it as the girls put on the show for him. Dicky was amused. The women were not amused. They complained. Yes, they had the temerity and bravery to complain against the guard. As always, prison officials lied and protected the guard. The women were slapped into the hole (no pun intended). One was transferred to Pennsylvania's other women's prison, Cambridge Springs. This time, the cover-up didn't quite work. Horny Dicky was arrested and convicted of a list of sexual offenses. He was given a trivial sentence. The victims were only prisoners. Marilyn Brooks, a member of the Muncy prison staff was rewarded for her sterling role in the apparent cover-up. Ms Brooks was promoted to Superintendent at the Cambridge Springs prison. The Pennsylvania Department of Imprisonment does its best to hide the many crimes that guards and staff commit. They customarily reward obstruction of justice with promotions. The Department of Imprisonment is by far the most dishonest state agency. Never believe a guard! The prisoners sued in federal court. Pennsylvania's Department of Imprisonment claimed that the guard and prison staff did nothing wrong. What can be the harm of forcing woman to jam objects up one another's sexual parts? They're only prisoners. The Department of Imprisonment spent a small fortune in tax money claiming that it was okay for guards to force women into sex acts and for administrators to cover it up and lie. The prison boss has an official policy promoting homosexuality and gay marriages are not uncommon. Superintendent Brooks apparently retaliated against the women for complaining. Retaliation is standard practice in Pennsylvania prisons. Brooks is said to have helped to punish the prisoners for their complaints and, perhaps for getting Horny Dicky convicted. One clever trick was to interfere with one of the prisoner's communication with her lawyers. The most disturbing part of the incident is the attitude of administrators of the Pennsylvania Department of Imprisonment. They don't just tolerate crimes by the staff, they promote and excuse them. They are perhaps the worst gang of thugs in the state.
