Thomas Gilhooley is the warden of the mismanaged Lackawanna County jail at Scranton in Northeastern Pennsylvania. Over the past couple of years somebody (apparently a member of the prison staff) has been methodically murdering prisoners. The murderer is strong enough to restrain the prisoner while he suffocates him. The victim is then strung up with the laces from his shoes to suggest that the death was a suicide. The County Medical Examiner went along with the rouse until an independent pathologist hired by one of the victim's families uncovered the evidence of the murders. The most recent murder, that of Samual Swan, is actually being "investigated" or covered-up by the cops. Never trust the cops! Never trust prison officials!
