The Keefe outfit from Saint Louis, Missouri, has the monopoly to sell food in the commissaries in Pennsylvania and other states. It's a huge money-maker for the company and they're shielded from the law by the prison departments.
We've received many complaints from Pennsylvania prisoners about spoiled food purchased from Keefe. The prisoners are cheated because there's no way to get an adjustment from Keefe. There's nothing the prisoners can do. They are just cheated out of their money. The prisons protect the monopoly. Prisoners have very little money. Almost everything they get is donated to them by their families. The families are among the poorest in the state. When Keefe sells green cookies, moldy bagels, rotten pepperoni and rancid chips, they cheat not just prisoners. They also gyp the impoverished families. Worst of all, the prison system helps the company cheat people. It's a racket in which the prisons share in the profits.
