The most remarkable functionary in the Pennsylvania state government is Jeffrey Beard, commissar of imprisonment. And with the prison boss are his moronic magpie minions, 15,000 imprisoners. With each additional directive puked from Boss Beard's draconian pen I am more and more impressed by how incompetent, ineffective and inept he is. He's the Homer Simpson of Pennsylvania government. He's ideal for a state that's old and dying where imprisonment is the only growing industry. Beard does about as well as an alcoholic can be expected to do, but he can't cope with his overpaid state job. He's callous, foolish, frightened and bungling. Every couple weeks he issues a new rule or set of rules. Each one is worse that the last, ill conceived, ill-thought out and badly managed. Nobody has ever explained cause and effect to the poor dope. His only goal is money. Jeffrey Beard should be replaced with someone with some sense, a housewife may be best. Retire this guy to boilermakers with his Republican cronies.
