The Department of Corrections is a money grubing dictatorship that enjoys twisting policies, rules and regulations as they see fit under the color of law. The Administration repeatedly uses words such as (s)he "claims", "denies" or "is manipulative" to consistently insinuate that all inmates are habitual liars in their protests against administative and predatory prison guard abuses of authority and distortions of the Department's own policies, rules and regulations. In my two years of fighting the injustices within the Department of Corrections, I have not won a single grievance in this state, yet I still march on. I refuse to back down or cower against the monster regime's oppression I face on a daily basis. I must fight to end the blatent disregard of human decency, lack of respect and abuse of warehoused humans. As an example of blatant disregard; in February 26, 2009, I filed a grievance (number: 259535) for "Retaliatory Harassment" against Sergeant Mucovitch a 2 pm to 10 pm shift guard at SCI-Mahanoy in Frackville, Pennsylvania. Sergeant Mucovitch is known as HORSEHEAD by the whole prison inmate population. He is also known for his excessive childish nit-picking and harassment of inmates within his attack range. With a mountain of documented proof, I've gotten absolutely nowhere. At each level my grievance and appeal have been roadblocked with administration denials with the claim that my grievance is frivolous or without merit. These are the same exact three words that are used on almost every inmate grievance filed in Pennsylvania each year. Day after day, year after year, nothing changes. The Department of Corrections acts as though it is above the laws of the United States. They function as they see fit. Regrettably, they see fit to treat and torture prisoners as though they are sub-humans. I mailed my grievance against Sgt. Mucovitch at Sci-Mahanoy to Camp Hill. I used my very tiny inmate pay to make all the photocopies of documented proof and paid the postage for these documents to be sent for 3rd level appeal review of my complaint. I got back a notice from Mrs. Varner claiming that I hadn't sent all my documented proof, which I had done. I then re-photocopied the documents. Once again I used my pittance of income to do this. Then on April 28th, 2009 Mrs Dorina Varner, - Chief Grievance Officer, sent me another notice stating that my grievance against the predatory prison guard, Sergeant Mucovitch at SCI-Mahanoy, was being dismissed at the final level for the reason claiming; I had not provided her with required documentation for proper review, although I had been reminded to do so. Not only did I mail those required documents but I had mailed them to her twice! On May 5th, 2009 I sent Mrs. Dorina Varner a letter explaining I had mailed her all the documents required as I stated above. I asked Mrs. Vaner if this was just another roadblock that the Department of Corrections uses when they have predatory prison guards in their employ. I inquired why they refuse to deal with their employees, allowing the prisoners to be continually victimized. I doubt that I will receive a reply. This is only one example of all the hoops and straight crap I've been subjected to in my fight to end the reign of predatory prison guards who prey upon warehoused humans. Most inmates do not have the money to keep making photocopies or mailing documents "Certified Return Receipt Mail. We must rely on the prison mail system. Lack of inmate resources is one of the reasons why they they get away with their numerous stall tatics. They know inmates can't aford the costs to fight the mad-regime. The Department of Corrections keeps raising the prices of everything an inmate needs but refuses to raise the inmates' very tiny state pay. This makes it almost imposible for inmates to take them to court to fight the injustices. Ain't that America ... little prison cells for you and me ... and NO JUSTICE unless you can pay for it. That's the reality of this country. |
