To nobody's surprise, prison administrators and Martin Horn, Secretary of the Punishment/Industrial Complex, (called "DOC") have found a couple of scapegoats on whom to heap the blame for the escape. Prison executives have found a way to blame their bumbling on a female nurse and an ordinary guard, an employee of the lowest rank in the prison.

DOC has a long history, and a particular fondness for attacking and blaming women such as the nurse for the blunders of male executives. Women are "weak" and don't fight back. The Pennsylvania DOC finds every chance it can to blame women for prison problems; both female employees and female visitors.

The Pennsylvania prison system has some essential rules. The most important of these is "shit rolls downhill!" That means that the executives on the top always avoid blame and criticism. They pass the blame down to lower ranking flunkies. In all cases, it ends up that the persons at the very bottom, the prisoners, pay for the bumbling of the executives. 

When it comes to bumbling, you'd have to scrounge hard to find anyone worse than Freddy Frank. His prison is a deathtrap for prisoners and staff alike. Prison administrators have made a science out of bad management and out of how to pass blame and fault on their subordinates. When something bad happens, it can never be Freddy Frank's fault.

For the escape of Mister Johnston, two pattsies have been thrown to the wolves; ordinary working people. Freddy and his cohorts will punish the lowest ranking workers and, of course, they will punish the prisoners.

The sad thing is that the persons who are most responsible for the failure of the prison system are the ones who will be rewarded and esteemed.
