From the top down the Pennsylvania prison system is run by drunks
and addicts. In one recent case, Kevin A. Hess, a high
paid executive at the prison department headquarters in Camp Hill
outside Harrisburg, was convicted of a pattern of drunk driving.
He was slapped on the wrist with a few days in jail. Most
Department of Corrections ("DOC") officials are able to talk or
bribe cops into ignoring their drunkenness. It's very common.
Since DOC likes to waste almost a million and a half dollars a year on urine testing prisoners for trace amounts of forbidden substances, the money would be much more productively spent urine testing the executives at the headquarters building. Not only are many of them drunk while on the job, abuse of drugs is almost as common. |
