Of Pennsylvania's 67 counties, slightly over half, 34, now have persons on Death Row. Of the 220 condemned persons on Death Row, the great majority, 116 condemned persons, are from Philadelphia. Most are young black men. While Philadelphia and Pittsburgh a similar in population, those in Philadelphia are 8.9 times more likely to end up on Death Row even when adjusting for Philadelphia's slightly larger population. Why?
Philadelphia doesn't like its citizens, at least not its Afro-American men. It condemns many of them to death. Philadelphia has the highest execution rate of any city, not just in America, but in the free world. The table which follows compares Pennsylvania's counties. Thirty three of them haven't felt the need to put citizens on Death Row. Of the 34 counties which have citizens on Death Row, some are far worse than others. The table compares the counties by the rate at which they sentence people to death. It's the theoretical rate per million residents. By that standard, Philadelphia sends 76.44 persons per million to Death Row. The same mathematics has been applied to all the counties. That adjusts for differences in population. It makes a fair comparison. For the 33 counties without any people on Death Row, they are arranged by their population effect. In other words, the last county on the list, Northhampton, is the least bloodthirsty and the most moderate place in the state. The first county on the list, Philadelphia, is the most egregious.
