The regulation in question is DC-ADM 803. It deals with censorship. Censorship is a high priority of the extremists who run the present state government. Thought control is essential to tyrants.

The directive runs 20 pages in length and justifies the censorship of books, magazines and even personal correspondence (no intimate or "obscene" remarks between husbands and wives). It should be remembered that everyone in a state prison is an adult or has been ruled adult by a court in order to heap extra punishment upon them. It should also be remembered that censorship is a two edged sword. It limits what the prisoner can see and read, but it also limits what you, supposedly "free" persons, can say to the prisoner or hear from him. Both sides are censored!

The great bulk of the directive is obsessed with sex. Sex is a fixation of conservative thought-controllers; you should get none of the nasty stuff, but they should get all they can buy. If you'd like to read the whole directive, we'll fax a copy to you.

Lengthy sections of the directive detail the censorship of books and magazines - nothing sexual! One section forbids a prisoner to obtain a photograph in his personal correspondence from a wife or girlfriend which is "nude."

During the period that the censorship rules have been enforced, there have been a number of effects. We can only suppose that they are the effects which Secretary Martin Horn intended. The number of homosexual rapes has leapt alarmingly. There were at least 9 more violent homosexual rapes (mostly of young white prisoners) in the most recent year over the previous year.

In addition, other kinds of homosexuality have increased many fold.

There have been twice as many sexual assaults and/or improper sexual advances on female staff members. The divorce rate among prisoners has more than doubled and suicides are up by 20%.

The simple fact of nature is that men have potent and demanding sexual drives. Extremist thought-control schemes result in unfortunate and unhealthy displacement of the sexual urges. Men without sexual partners masturbate. It's a natural function which eases the nagging sexual frustration. Puritanical censorship obviously has a profound effect. It displaces the sexual urge from ordinary masturbation to more violent and antisocial actions.

Apparently, Secretary Martin Horn's regime prefers homosexual rapes and sexual attacks to more customary and natural sexual activities. It really isn't surprising when you understand the kind of people who are running the system.

What should concern us all is how these censors are going to expand their efforts outside their prisons. The prisons are the test tubes where the extremists practice and perfect their oppressions. We unimpassioned persons will find our liberties censored. Friend, you are next!
