Prisoners stalked

Pennsylvania has a scheme to further limit prisoners' privacy and to stalk them when they're finally released. State law allows so-called "victims" of crimes to be notified whenever a prisoner is released from prison, or just moved between prisons.

SAVIN, the so-called Statewide Automated Victims Information Network notifies persons who claim to be "victims." Of course everybody is a victim of crime one way or an other, one time or another and just by paying taxes to try and punish prisoners. What can be the legitimate use of such governmentally sponsored stalking?

Even petty criminals in county jails, those who don't pay their child support or their traffic tickets or who got drunk, will be stalked. An outfit named Appriss out of Kentucky, rigged up computer software to stalk the prisoners. Pennsylvania taxpayers will pay $600,000 a year for the dubious service - why?
