[Recently our Publisher and Cofounder, Sandra Feigley, formally petitioned against the torture of prisoners in the "Special Management Unit" at the state prison at Camp Hill. The following is the text of her formal petition.]
Honorable Thomas Corbett, Attorney General of Pennsylvania Petition For Investigation and Prosecution (Pennsylvania Constitution Article I, §20) To: The Honorable Thomas Corbett and In behalf of myself, my organization, www.prisoners.com, the prisoners in the "Special Management Unit" ("SMU") at the Camp Hill state prison and the citizens of Pennsylvania, I formally petition you to investigate, bring to a halt and prosecute the torture which is, and has been, going on in the Camp Hill state prison SMU. In light of the recently published* findings of Judge Susan J. Crawford, the chief convening authority for the United States Department of Defense, which clearly defines the meaning of "torture," it is clear that prisoners in the Camp Hill state prison have been, and are being, tortured by the staff of the prison (see attachment #1 and #2). I am convinced that those persons in authority including yourself, the District Attorney of Cumberland county, Jeffrey Beard, Secretary of Corrections and John A Palakovich, Superintendent of the Camp Hill prison, who are aware of the torture and do nothing to stop it, are as guilty as the persons who actually carry out the torture. I respectfully petition you to familiarize yourself with the legal definition of torture (as elaborated upon by Judge Crawford) and with the Constitution's prohibition of "cruel and unusual punishment" (see Amendment V and XIV and Pennsylvania Constitution Article I). Further, I petition you to cause an investigation of the treatment of prisoners:
My information is that these and other prisoners are, and have been,
We have repeatedly pleaded with John A. Palakovich, the prison Superintendent along with the Secretary of Corrections and the District Attorney of Cumberland County, but to no avail. The torture is not simply an inhumane disgrace, but a Constitutional violation. Torture cannot be justified based on the victim's heinous crimes or conduct. ALL prisoners are guaranteed to be free from cruel and unusual punishment. I demand that you and the proper authorities investigate, halt and prosecute the torture in Pennsylvania, not because the victims are "good" or "deserving" persons, but because we as a society have legal and moral standards which preclude torture. Washington Post, 14 January 2009, by Bob Woodward (Attachment #3, Attachment #4). Respectfully Submitted: Copies: Jeffrey Beard, District Attorney prisoners for publication. |
