Allan C. Berkhimer was a Pennsylvania district justice in the tiny hamlet of Salix in the very rural part of Cambria County in West-Central Pennsylvania. A district justice (or "DJ" as they are often called) is the lowest class on Pennsylvania judge. They issue search warrants, hear very minor cases and conduct preliminary hearings.

Allan Berkhimer got himself kicked out of office by the Court of Judicial Discipline. Allan was in the habit of talking dirty to women in his office. When he got the chance, he'd run them into his office to show them dirty pictures on his computer. Apparently "judge" Berkhimer (in Pennsylvania they're commonly called "squire") thought he could force smut on women.

So, Allan Berkhimer was too perverse to be a district justice. Not to worry, he was given a job as a Pennsylvania prison guard. He's now employed at Somerset state prison. Prison officials don't care if a guard sexually bullies folks, especially prisoners. Sexual harassment is routine in Pennsylvania's prisons.
