of The Unfriendly City.
It has one of the highest
rates of serious crime in the nation.
It's the drug emporium
of Central Pennsylvania.
Addicts travel from 30 miles away to
buy their fixes from pushers as young as 13 years-old.
Goofy
the mayor supports the addiction business with a city-subsidized
saloon district.
As a group, Harrisburg city cops fall just between "worthless" and "out-to-lunch." There are exceptions, but only a few. Recently Chuck-the-Chief held a fund raiser. He put every patrolman on the streets. They were ordered to bring home the bacon. Chuck wasn't interested in curbing murder, robbery or assault. Chuck's aim was to generate much-needed revenue for the badly mismanaged burg. Chuck's minions issued tickets for trivial traffic violations. One report claimed they issued a thousand citations. That's hard to believe. The cops aren't nearly that ambitious. While the whole Harrisburg police force busied itself with culprits who failed to "turn on the red" the shooting, assaults, drug deals and robberies continued unhindered. That's the genius of Chuck-the-Chief. He raked in a few thousand dollars at the expense of a few dozen victims of serious crimes. Cops are never worth much. If they have a role in society, it's to deter crime, to prevent victimization. If you've been victimized by a kid who went straight instead of turning at the traffic light, Chuck-the-Chief is your man. His boys ignore the drug emporiums, the frequent murders, the rampant robberies. They ignore the wolf-packs of young black predators praying on helpless residents. Chuck-the-Chief's force is on the lookout for parking too close to the bus stop.
